Just 137,000 barrels per day — that was the throughput of Venezuela's largest refinery at Amuay (VEAMY) in May 2025, far below its roughly 645,000 bpd installed capacity. State oil company PDVSA runs the open roadstead on the Paraguaná peninsula as the marine outlet of the Centro de Refinación de Paraguaná, the world's second-largest refining complex by installed capacity, whose 955,000 bpd nameplate was operating at only about 20%. Short pipelines feed crude from the Maracaibo basin and refined products to several tanker berths, some able to handle VLCC-class vessels, while there are no container, breakbulk or RoRo facilities here. Hinterland access is limited to the peninsula's pipeline and tank-farm network, with no road or rail link for merchandise freight. A fire in the Amuay section in late December 2024 and units idled for over a year before 2025 restarts underline the complex's deferred maintenance. Shippers moving containers or general cargo to Venezuela should route via Puerto Cabello, the country's main container gateway, or La Guaira serving Caracas. US sanctions on the Venezuelan oil sector remain decisive, constraining vessel calls, insurance and payment for any business touching Amuay.
