# Switzerland: New Customs Duty Requirements from November - What Importers Must Prepare Now

For certain goods, the customs rate depends on the intended use of the goods after import. Examples include vegetable oils intended for the manufacture of cosmetics or paints. For foodstuffs, the intended use can also be decisive. The BAZG cites honey from Mexico intended for industrial further processing as an example.

Those wishing to use the reduced customs rate commit themselves to using the goods only for the declared purpose. It is precisely at this point of use obligation that the procedure changes as of November 1, 2026.

The current use obligations lose their validity on this date. At the same time, the public database D-123 will be shut down. In future, there will only be one use obligation per business partner. After approval, this applies to all imports with use-dependent customs relief.

For this, the business partner needs a GP-ID from the BAZG. GP-ID stands for Business Partner ID. Additionally, the role "Use Obligation" must be requested in the ePortal via business partner management Connex. The BAZG calls on affected companies to complete this registration by August 31, 2026.

For importers this means: Do not wait until the first shipment in November. Particularly for new registrations, an onboarding code may be sent by standard mail. This code is only valid for 14 days.

Customs declarants must also update their master data and templates. From November 1, the classification type "5 Customs Relief" must be used in e-dec. This is supplemented by the customs benefit code from Tares, the specific intended use in the goods description, and the GP-ID of the holder of the use obligation. This GP-ID must correspond to the importer or the consignee.

While the changeover is part of the preparations for Passar, it already applies in e-dec and must therefore not be confused with the later complete transition to Passar Import.

Practical checklist before the changeover:

Identify affected goods

Review all tariff numbers for which customs relief based on intended use is currently claimed. This concerns only specifically eligible tariff positions, not all food products or raw materials.

Designate responsible business partner

Clarify whether the importer or the consignee should be the holder of the new usage obligation. Their GP-ID must later appear in the customs declaration.

Verify GP-ID and role

Check whether a GP-ID already exists. Additionally request the "usage obligation" role in Connex. The BAZG has set August 31, 2026 as the deadline for this.

Inform customs declarants

Provide the commissioned freight forwarder or customs agent with the correct GP-ID. Existing D-123 numbers may no longer be used from November 1 onwards.

Adapt customs templates

Review in e-dec particularly the assessment type, the customs relief code, the goods description with the exact intended use, and the authorization details.

Secure usage internally

Purchasing, warehouse, production, and sales must know the purpose for which the goods were imported. If the intended use is changed later, this must be reported to the BAZG. A customs difference may become payable retroactively.

Handle small shipments correctly

For shipments under 500 kilograms net weight per tariff number, the BAZG provides obligation number 4000-0 if the business partner does not have its own usage obligation. The exact requirements should be reviewed before declaration.

In short: clarify GP-ID and new usage obligation now, update master data, and do not rely on old D-123 details still functioning in November.

The new provisions apply from 1 November 2026.

Implementation is already taking place in e-dec and independently of the complete transition to Passar Import.

The BAZG requires registration with the role "End-use obligation" by 31 August 2026.

Existing end-use obligations expire on 1 November 2026.

The D-123 database will be shut down on the same date.

In future, one approved end-use obligation per business partner will be sufficient for all corresponding imports.

A prerequisite is a GP-ID of the importer or consignee.

The distinction between the previous customs preference codes ZAR V and ZAR R will be eliminated.

For preference-eligible goods, an end-use obligation may be required in addition to proof of origin.

The exception is the assessment of certain beef tariff numbers from countries without a ban on hormones as performance promoters, as separately specified by the BAZG.
