Declar will initially launch for transport declarations and is expected to enable simple customs declarations from 2027 onwards. --- Swiss Customs is entering the next phase of digitalization. BAZG has presented the new roadmap for Passar Import and Declar. The most important news: e-dec Import will definitely be replaced. Final import customs declarations can still be entered in e-dec until September 30, 2027. After that, imports must be declared via Passar. The transition will take place gradually. The first simple standard imports were already tested in April and May 2026 under real conditions. Following successful completion of the pilot phase, Passar Import will be opened to additional companies. However, an independent switch is not yet possible. Companies must coordinate the transition with BAZG and their software provider. **What does Passar do?** Passar is the new goods traffic system of Swiss Customs. Goods are declared in it: What is being imported? Who is involved? What is the value and weight of the goods? What duties and permits apply? Passar gradually replaces the previous e-dec processes. **What does Declar do?** Declar is a new free web application from BAZG. Currently, Declar does not yet create an actual import or export customs declaration. Declar connects an existing goods declaration with the vehicle and the border crossing. Simplified: Passar declares the goods. Declar connects the goods with the vehicle. The Activ App recognizes that the driver has arrived at the border. Declar is aimed primarily at smaller companies and transport operators who do not use their own customs software. However, the application is still in the pilot phase. From 2027 onwards, Declar will be gradually expanded. Import declarations are planned first, followed later by export declarations. This will allow Declar to eventually replace e-dec Web. **What changes at the border?** With Passar Import, the Activ App becomes mandatory for automated border crossing. The driver downloads the shipment to their mobile phone. Upon arrival at a supported border crossing, the goods declaration is automatically activated. The goal is clear: less paper, fewer counter visits, and a faster border process. During the transition period, not everything will become paperless immediately. The Digital Transport Slip, or DTS, must continue to be carried as a printout depending on the border crossing and neighboring country. **What companies should do now** Even though the major transition is not until 2027, importers, freight forwarders, and customs agents should begin now. - Check registration in the ePortal - Request appropriate business partner roles - Contact software providers - Define responsibilities in the transport process - Prepare drivers and partners for the Activ App - Organize the handover of reference numbers and DTS --- For freight forwarders, the direction is clear: The Swiss customs process is becoming more digital, but also more distributed among multiple parties. The customs declarant creates the goods declaration. The transport operator can supplement the transport declaration. The driver activates the process upon border arrival. However, this only works if the data is available in time and everyone knows what they need to do. In short: Passar replaces e-dec. Declar supplements the transport process and will later be expanded into a simple customs web solution. Anyone who waits until 2027 will be too late. --- Passar import will be introduced in several expansion stages. The first productive pilot runs took place in April and May 2026. The initial expansion stages concern simple standard imports. Independent switching to Passar import is not yet possible. Companies must coordinate the transition with the BAZG and their software provider. The Activ App is mandatory for Passar import for automated border crossing. No previous BAZG transport declarations are offered with Passar import. The transport declaration must be created by the carrier, shipper, customs agent, or another involved party. Declar is available free of charge in the ePortal. Declar is currently still in the pilot phase. The business partner role "Transport" is required for Declar. Declar currently only creates transport declarations and not actual import or export goods declarations. From the first quarter of 2027, import declarations should be possible via Declar. From the third quarter of 2027, export declarations should also follow via Declar. The last import customs declaration in e-dec Import is possible on 30 September 2027. After this date, imports must be registered via Passar. The last customs declaration via e-dec Web is also scheduled for 30 September 2027. e-dec data will not be automatically migrated to Passar. Passar 3.0 is intended to gradually replace further special procedures and previous paper forms from 2028 onwards.
