Origin and supply chain documentation will become increasingly important for freight forwarders and shippers. --- Singapore aims to prevent the city-state from being used as a detour for customs evasion. Prime Minister Lawrence Wong explained on Sunday that authorities will investigate credible indications of such cases and take appropriate action. The backdrop is primarily pressure from the United States. Washington is concerned that, for example, Chinese goods are first shipped to Southeast Asia and then exported from there to the USA in order to circumvent higher US tariffs. Wong made clear: just because goods pass through Singapore does not automatically make them goods of Singapore origin. This is where it becomes interesting for freight forwarders. Transshipment initially means only that a shipment is reloaded or forwarded in Singapore. The origin of the goods does not fundamentally change as a result. Singapore Customs makes this equally clear: as a rule, the country of origin is the country in which the goods were completely manufactured or substantially processed. Simple repackaging, relabeling, or other minor work is not sufficient to convert foreign goods into goods of Singapore origin. A second issue concerns goods manufactured with forced labor. The United States increasingly demands evidence of how and where goods were produced. Wong stated that Singapore takes this matter seriously as well. At the same time, he made clear that a trading hub with enormous re-export and transshipment volumes cannot completely trace every individual supply chain. In practice, this means: suspicious cargo flows could be subject to closer scrutiny in the future. A container from China does not automatically become Singapore origin simply because it is reloaded, re-documented, or resold there. --- For freight forwarders and customs agents, documentation is particularly important. If, for example, goods leave China, are transshipped in Singapore and then sent to the USA, the actual origin should be clearly evident from the invoice, certificates of origin, and supply chain. One should be especially cautious if origin information, sellers, invoicing parties, or goods descriptions suddenly change during the transport route. Shippers should also scrutinize their suppliers more closely. For critical goods, it will increasingly no longer be sufficient in the future to simply review the last commercial invoice. For dispatch operations, this initially means no new general transport bans. However, suspicious shipments may result in inquiries, inspections, and delays. In short: Transshipment in Singapore is not a problem. Making a false origin out of it, however, can very quickly become one. --- Lawrence Wong made remarks on August 23, 2026 at the National Day Rally. Singapore will investigate and take action upon credible indications of illegal trading practices. The USA has raised concerns regarding Chinese goods that are being transited through third countries or Southeast Asia. Wong also mentioned goods produced through forced labor as part of the current trade policy discussion. No comprehensive inspection of all transshipment shipments was announced. Wong explicitly stated that Singapore cannot inspect the entire supply chain of every product passing through. Singapore Customs requires appropriate permits and documentation for transshipment depending on the type of goods and transport route. Simple repackaging or relabeling is generally insufficient to assign Singapore as the country of origin for goods.
