In the short term, little is changing for shipping companies: the mission is still in the build-up phase. --- Saudi Arabia has established a new maritime defense alliance together with 13 other states. It is intended to better protect shipping in the Red Sea, the Strait of Bab al-Mandab, and the Gulf of Aden. The trigger for this initiative is the escalated threats and attacks by Houthi forces against Saudi or Saudi-aligned vessels. Members include, in addition to Saudi Arabia, Kuwait, Bahrain, Qatar, Egypt, Jordan, Pakistan, and Turkey, among others. A total of 14 states have signed the joint declaration. The preceding conference in Riyadh was attended by representatives from 43 countries as well as the European Union. However, this does not mean that all participants are already members of the alliance. Saudi Arabia assumes leadership and hosts the headquarters. The alliance will include a joint command, a command and control center, a center for maritime operations, and a general secretariat. Members intend to exchange situational information, monitor threats jointly, and later enable coordinated maritime operations. The alliance is officially designated as purely defensive and is not intended to be directed against any particular state. For commercial shipping, the announcement does not yet provide an all-clear. The international maritime situation center JMIC continues to assess the threat level in the region as serious. The alliance's initial practical steps are likely to focus on information sharing and developing a common operational picture. It will likely take some time before joint patrols are fully operational. Shipowners and insurers will therefore continue to independently decide whether to transit the Red Sea or route their vessels around the Cape of Good Hope. The concrete security situation, the vessel's flag, ownership structures, cargo, insurance coverage, and possible connections to Saudi Arabia or other conflict parties remain the decisive factors. --- For dispatch planning, it is important to note: The formation of the alliance does not mean that existing detours or security surcharges will be immediately eliminated. For ongoing and new bookings, the following should be checked: Does the shipping line transit through the Red Sea or around Africa? Are the stated transit times still realistic? Are there war risk or security surcharges? Does the transport insurance cover shipments through the risk area? Can the route be changed at short notice during transit? Is there sufficient time buffer in case of transshipments or rerouting? Shippers should not rely solely on the originally confirmed route. A later rerouting can result in additional transit time, fuel costs, container requirements, and delays. In short: While the alliance is politically important, operatively it is not yet a free pass for routing through the Red Sea. --- The joint declaration was published on July 30, 2026 in Riyadh. The alliance currently comprises 14 states. Members are Saudi Arabia, Kuwait, Bahrain, Qatar, Pakistan, Turkey, Egypt, Jordan, Yemen, Bangladesh, Nigeria, Sudan, Djibouti, and Somalia. 43 countries and a delegation of the European Union participated in the conference. Saudi Arabia assumes leadership and hosts the headquarters. A joint command and a maritime operations center are planned. The operational area covers the Red Sea, Bab al-Mandab, and the Gulf of Aden. The alliance describes itself as purely defensive. A concrete start date for joint patrols has not yet been announced.
