This is the highest penalty to date under the Digital Services Act, or DSA for short. This EU law requires large online platforms to systematically examine and mitigate risks posed by illegal or dangerous offers. In the Commission's view, AliExpress has not done enough to combat counterfeit clothing, unsafe toys, dangerous cosmetics, and other problematic products. Specific criticisms included insufficient personnel, weak control systems, and inadequate sanctions against vendors flagged for violations. Problematic products reportedly remained online for weeks in some cases. Vendors were apparently able to circumvent controls, for example by using incorrect product categories. According to the EU, the system for approving branded products was also too easy to bypass. AliExpress must submit an action plan by October 20, 2026.
