However, new tariff benefits will not take effect until the contract text is finalized, signed, and ratified. --- The European Union and the Philippines reached substantial agreement on September 22, 2026, in their negotiations on a free trade agreement. This is an important step, but not yet a finished contract. The exact text must now be finalized, subsequently signed, and ratified on both sides. For practical purposes, this means: New tariff preferences cannot be claimed today. The Philippines already benefit from many goods under the EU preferential system GSP+. A comprehensive agreement is likely to make market access broader and more predictable in the long term. The EU reports goods trade of 17.6 billion euros for 2025. Major traffic concerns electronics, machinery, agricultural products, and other consumer goods. For freight forwarders, additional sea and air freight volumes between Southeast Asia and Europe could emerge. The tariff reduction schedules and rules of origin to be published later will be decisive. Only goods that comply with these rules and are correctly documented receive preferential tariffs. Shipment from a third country via Manila is not sufficient for this. Companies should therefore monitor the agreement, but should not yet factor tariff savings into their quotes. It makes sense to organize commodity lists, customs tariff numbers, and supplier documentation now. This will allow faster verification after the agreement enters into force to determine where real advantages actually exist. --- Dispatch does not need to make any changes today. However, purchasing and sales should mark relevant commodity flows and later verify rules of origin. For new quotations, potential customs benefits may only be mentioned as a prospect. In short: Good foundation, but not yet an applicable free trade agreement. --- The substantial agreement was reported on September 22, 2026. The agreement remains under negotiation. Signature and ratification are still pending. EU merchandise trade with the Philippines amounted to approximately 17.6 billion euros in 2025. The EU was the Philippines' fourth-largest trading partner in 2025. Existing GSP+ benefits apply independently of the future agreement.
