# New EU Packaging Regulations Now Apply: What Swiss Exporters Need to Check

PPWR stands for "Packaging and Packaging Waste Regulation". In simple terms, this is the new EU regulation for packaging and packaging waste. It has been in effect since August 12, 2026. Not all rules start on the same day, but some points are already important now.

This doesn't only affect packaging manufacturers. Companies that fill products, sell them under their own name, or supply to the EU can also bear responsibility. For Swiss exports, there is usually an additional importer in the EU. It should be clarified in writing who is responsible for which documents.

The following checklist helps with implementation:

- 

**Record all packaging:** This includes product packaging, outer cartons, films, pallets, boxes and other transport packaging.

- 

**Obtain material data:** The packaging supplier should provide information about materials, components and hazardous substances. For lead, cadmium, mercury and hexavalent chromium, there is generally a combined limit value of 100 milligrams per kilogram.

- 

**Check food packaging:** PFAS are highly persistent chemicals that make paper or cardboard, for example, resistant to fat and water. Since August 12, fixed limit values apply to them. This affects, for example, pizza boxes, baking paper, fast food packaging and coated containers.

- 

**Maintain documentation:** Technical documentation is required for each packaging type. This includes description, intended use, materials, drawings, applicable standards and existing test reports. This is supplemented by an EU Declaration of Conformity.

- 

**Ensure traceability:** Packaging requires a type number, batch number, serial number or other clear identification. The name and contact address of the manufacturer must also be stated or included in the accompanying documents.

- 

**Don't simply forward old stock:** For food packaging containing PFAS, there is no general grace period for use. What matters is when the packaging reaches the EU market. For imported goods, the release for free circulation by customs generally applies.

- 

**Plan for upcoming deadlines:** From 2028, more uniform packaging labeling will follow. From 2030, this will include more precise recycling requirements, minimum shares for recycled plastic, requirements against unnecessary empty space and further reusable packaging rules.

At present, nobody should immediately overhaul their entire warehouse. However, the packaging list, supplier documentation and responsibilities need to be clearly organized now.

For us, it is especially important that packaging does not become an issue only at the EU border. Before loading, it should be clear whether the EU importer has all necessary documentation.

For food contact materials, a PFAS declaration or a traceable supplier declaration should be available. For critical materials, an additional test report may be required. These documents should ideally be stored separately by packaging type.

The supply terms should also be reviewed. If the Swiss company sells directly to an end customer in the EU, additional registration and manufacturer obligations may arise. This applies especially to online sales.

In short: Record packaging, request material certifications, designate the EU importer, and review documentation before the next shipment.

PPWR is Regulation (EU) 2025/40 on packaging and packaging waste.

It has been in effect as of August 12, 2026.

Swiss exporters must comply with the requirements when their packaging or packaged goods enter the EU market.

Food packaging must not exceed the specified PFAS limits as of August 12, 2026.

There is no general deadline for disposing of unsold old stocks of PFAS-containing food packaging.

The sum of lead, cadmium, mercury, and hexavalent chromium must not generally exceed 100 milligrams per kilogram of packaging.

Manufacturers must prepare technical documentation and an EU Declaration of Conformity.

Records must be retained for five years for single-use packaging and ten years for reusable packaging.

New harmonized packaging labeling requirements will follow from 2028.

Important recycling, recycled content, headspace, and reusable packaging requirements will follow from 2030 or according to detailed rules to be established.
