> Verify importer data, commodity values, and procedure status: The changes in the USA, Mexico, and Europe have different timelines and consequences.

---

Customs preparation is becoming more demanding for international shippers. Maersk points out changes in the USA and Mexico in its October market report. At the same time, a more comprehensive customs reform is being developed in Europe. These developments have different timelines and must not be treated as a single immediately applicable regulation.

In the USA, the customs authority Customs and Border Protection (CBP) can invalidate importer numbers if identity information is incorrect or incomplete. The published measure has been in effect since September 18, 2026. An invalid number cannot be used for import. The basis for master data is Form 5106.

For Mexico, Maersk has required the electronic submission of the customs value declaration MVE since October 1. This specifies how the declared goods value is composed. Invoices, contracts, and payment documentation should transparently support this value. Coordination with the local customs broker is decisive for the actual declaration.

In Europe, the notification concerns a longer-term restructuring of customs procedures. This does not imply an immediate general change in declaration methods. Freight forwarders must check which rules are actually in force and which system is used for their shipment. A reform objective is not yet an operational work instruction.

In practice, shippers should bring three things together before shipment: the correct parties involved, complete goods information, and appropriate value documentation. If this information is missing, even a confirmed transport cannot ensure timely import. Follow-up questions after arrival are often more difficult to resolve than before loading.

For customs brokers, documented release of customer data and a clear contact person for corrections is recommended. Changes of address or responsibility should also be communicated in a timely manner. What additional costs arise from delays depends on the storage location and transport contract. A flat rate cannot be derived from the new requirements.

Verify importer data and accessibility for the USA. Coordinate documentation values with the customs broker for Mexico. Keep EU reform plans separate from current procedures. In short: Clean data must be available before the goods arrive.

CBP is the US customs authority.

The US measure has been in effect since September 18, 2026.

It affects incomplete or incorrect importer data.

Form 5106 is used to capture this data.

An invalid importer number prevents its use for imports.

Maersk cites the electronic MVE requirement from October 1 for Mexico.

The EU reform has its own timeline.
