> Drones struck two tankers near Romania. Seven seafarers were recently reported missing. An EU-wide moratorium against the attacks has only been demanded so far, not agreed upon.

Two tankers were struck by drones near the Romanian Black Sea coast. According to Reuters reports from October 16, 2026, seven crew members of the Wine Trader remained missing, with five people rescued. The search was hampered by wind and heavy seas and was to be continued on October 16 with a helicopter and a vessel. The Wine Trader, flying under the flag of San Marino, was hit early on October 15 just outside Romanian territorial waters. The second tanker, the Yara J, flying under the flag of the Comoros, had already been attacked the previous evening (October 14) within Romanian waters. Its crew remained unharmed, and the vessel was towed to Constanta. Romania's President spoke of drone attacks; a NATO source named Russia as the origin of the drones, which has not been officially confirmed by independent sources to date. Both vessels were anchored near the Sulina Canal, which connects the Danube to the Black Sea and is an important route for Ukrainian exports. This means the risk also affects traffic near the coast and waiting vessels. At EU level, there were repeated initiatives for a moratorium in the weeks before the attacks: Foreign Affairs Representative Kaja Kallas advocated at the end of September 2026 on the margins of the UN General Assembly for an attack pause to protect civilian shipping and grain exports, and the EU declared attacks on civilian vessels unacceptable as early as October 7. Whether the European Council included a concrete, binding demand for safe passage in its official conclusions at its summit of October 15/16, 2026, could not be conclusively verified at the time of research: the official Council website for the summit did not yet contain published results at that time. Regardless of the exact wording of the summit conclusions: an agreed, effective attack moratorium has not been documented to date; it remains at the level of political demands and proposals. For freight forwarders and shippers, this is the decisive point: a political demand or proposal is not yet a confirmed safe passage. Before new bookings, they should obtain the current assessment from the shipping line regarding the route, waiting position, and destination port. For ongoing shipments, clear feedback to the customer is advisable: where is the cargo located, which onward journey is confirmed, and which decision is still pending? For alternatives, additional transhipments, transport times, and customs formalities must be factored in. Flat-rate surcharges or a specific delay cannot be calculated from these incidents alone.

---

Clarify insurance coverage and any possible war risk surcharges in writing before booking. This also applies to short-term route changes. Check whether the consignee will have sufficient inventory in case of late arrival and whether a partial shipment would be advisable. Individual attacks do not automatically mean that all Black Sea ports are closed. For the shipment, the current confirmation from the respective service provider is decisive. Review the situation once more before departure. In short: The route remains associated with considerable risks; safe passage cannot be derived from political demands alone.
