# Steel quota

> Steel quota refers to the duty-free import quota the EU sets for steel products.

Steel quota refers to the duty-free import quota the EU sets for steel products. Up to the defined volume, covered goods may be imported without a safeguard duty; volumes beyond it attract a considerably higher rate. Under the EU Steel Regulation in force since 1 July 2026, the duty-free quota stands at 18.3 million tonnes, with a 50 percent duty on out-of-quota imports. Origins in the European Economic Area are exempt from the quota measure but remain subject to the traceability requirements. For importers and customs agents the quota is a question of timing: once a quota is exhausted, the moment of release for free circulation decides which rate applies. Since 1 October 2026 the country of melting and first casting must also be evidenced; without it, access to the quota can be delayed. Not to be confused with a general tariff quota, which describes the same mechanism outside the steel sector.
