# Pre-arrival processing

> Pre-arrival processing means that customs begin handling a consignment before the goods reach the border or the country of destination.

Pre-arrival processing means that customs begin handling a consignment before the goods reach the border or the country of destination. The declarant – or, where customs administrations exchange data directly, the customs authority of the neighbouring country – transmits the shipment data electronically in advance. The competent customs authority can check the information beforehand, carry out a risk analysis and prepare low-risk consignments for rapid release on arrival. Article 7.1 of the WTO Trade Facilitation Agreement requires its members to provide such procedures for imports. Complete data submitted on time and an unambiguous consignment reference are prerequisites; incorrect information can wipe out the time saved. Not to be confused with the customs declaration itself: pre-arrival processing moves checks forward in time but does not replace the required declarations.
