L'entrepôt douanier public permet à tout opérateur économique agréé – transitaire, importateur ou négociant – de stocker des marchandises non unionistes sans avoir à disposer d'une autorisation d'entrepositaire propre. Les droits de douane et la TVA à l'importation sont suspendus tant que les marchandises restent en entrepôt; ils ne deviennent exigibles qu'au moment où le détenteur demande l'apurement vers un régime douanier. Certaines manipulations usuelles, telles que le reconditionnement ou l'étiquetage, peuvent être effectuées sous surveillance douanière. À la différence de l'entrepôt douanier privé, l'entrepôt public n'est pas réservé à un seul titulaire et constitue une infrastructure mutualisée.
