WMD end-use designates the actual or intended use of an exported good – substance, equipment, or technology – to support programmes for nuclear, biological, or chemical weapons of mass destruction. It is the most serious end-use concern in export control law: exporters are legally required to screen buyers for WMD indicators even when the item in question does not appear on any control list. Dual-use goods with WMD relevance are subject to the most stringent licensing requirements, and competent authorities may block shipments preemptively. WMD end-use is distinct from the broader category of military end-use, which also covers conventional weapons programmes.
