A waste shipment begins the moment the generator hands over the load – and from that point, every movement must be covered by correct labelling, a completed consignment note, and the driver's authorisation. Depending on waste classification, shipments may additionally fall under hazardous goods rules such as ADR for road or RID for rail. Generators and disposal facilities are required to exchange transfer notes and certificates of proper treatment; any gap in the paper trail can result in fines or an immediate transport stop. Cross-border movements within the EU require prior notification or consent under the Waste Shipment Regulation; internationally, the Basel Convention restricts or prohibits certain exports to non-OECD countries. Forwarders active in this sector must hold specific permits and are subject to regular inspections by environmental and transport authorities.
