Its approximately 42 participating states coordinate control list updates and share information on denied export authorisations, while implementation remains a matter of national law rather than supranational decision-making. For exporters and freight forwarders, the practical consequence is straightforward: goods listed in the Wassenaar control lists – including certain machine tools, advanced electronics, or encryption software – require a national export licence before shipment. The arrangement is distinct from the Nuclear Suppliers Group (NSG), which focuses exclusively on nuclear materials and technology, and from the MTCR, which targets missile delivery systems.
