At the point of delivering a packed container to a sea terminal, the carrier must already hold the Verified Gross Mass (VGM) — the combined weight of cargo, packing materials, and container tare. Mandated under Chapter VI of the SOLAS Convention since 2016, this requirement applies globally to all containerized ocean shipments. Terminal operators and carriers need the VGM to draw up safe stowage plans: incorrectly declared weights threaten vessel stability and create serious risks during cargo handling. Submission is made through the bill of lading, a separate written declaration, or the carrier's electronic portal, and must be received before the carrier's VGM cut-off deadline ahead of vessel departure. A missing or late VGM will result in the container being refused for loading.
