General fleet management platforms and VMS serve distinct purposes: Vessel Monitoring Systems (VMS) use satellite positioning and tamper-resistant shipboard transponders to transmit a vessel's location, course, and speed automatically to competent authorities. VMS are legally mandated primarily in the fishing sector – the EU and many coastal states require vessels above a certain size to carry type-approved equipment as a key measure against illegal, unreported, and unregulated (IUU) fishing. In commercial shipping, VMS complement the Automatic Identification System (AIS) where greater data integrity and direct regulatory access are required. Continuous positional records also support fleet optimization, emergency response, and liability documentation.
