Fixed rates, by contrast, apply for a defined period and give the shipper predictable costs; variable rates allow carriers to pass on fluctuating operating expenses and actively manage load factors. In ocean freight, the Bunker Adjustment Factor (BAF) is a well-known example; in air freight, fuel surcharges and capacity constraints play a comparable role. For exporters and importers, this means that quotes containing variable components must be carefully assessed for cost predictability, particularly on longer supply chains.
