A commercial vehicle (in EU regulatory language: goods vehicle) is a motor vehicle designed and type-approved for the carriage of goods, materials, or equipment rather than passengers. EU vehicle classes N1 (up to 3.5 t), N2 (up to 12 t), and N3 (above 12 t gross vehicle weight) set the framework for driving licence requirements, permissible dimensions, and toll obligations. These classifications also determine which social-legislation rules apply – drivers' hours, tachograph requirements – and whether cabotage restrictions are triggered in international road haulage.
