Unlike general preferential origin provisions, the USMCA automotive origin rules set specific thresholds and calculation methods that determine whether a vehicle or auto part qualifies as "North American" and thus entitled to preferential duty treatment. The central requirement is a regional value content of at least 75% of the vehicle's value — substantially higher than previous NAFTA benchmarks. Suppliers, manufacturers, and importers must submit detailed bill-of-materials data and calculate the regional share using one of the permitted methods: the net cost or transaction value approach. A separate labor value content requirement additionally mandates that a minimum portion of value be created at high-wage production sites within the agreement's territory. Non-compliance results in loss of preferential tariff status and exposes shipments to back-duties or border delays.
