Exporters and freight forwarders issue the USMCA Origin Declaration to certify to the importing country's customs authority that goods meet the agreement's origin requirements and therefore qualify for preferential duty treatment. Without this document—or an equivalent origin certification—standard most-favoured-nation tariff rates apply. Unlike traditional certificates of origin issued on prescribed forms, the USMCA declaration can be incorporated directly into a commercial invoice or another trade document; no specific template is mandated. The certifier bears responsibility for the accuracy of the information and must retain supporting records for the prescribed period. The declaration may be issued by the manufacturer, exporter, or, under certain conditions, the importer.
