An importer brings in beef from a country where hormonal growth promoters are not banned and must therefore declare a use obligation on the customs declaration. A use obligation is a binding statement to customs authorities specifying how an imported good will actually be used or processed, required whenever that intended use determines classification, duty rate, or compliance with restrictions. It applies mainly to goods subject to different rules depending on their end use, such as certain foodstuffs, chemicals, or beef from countries without a hormone ban. By submitting it, the importer takes on legal responsibility for using the goods as declared; deviations can trigger additional duties or penalties. Not to be confused with the general customs declaration, which only records the type, value, and origin of the goods.
