As of July 2026 — Since summer 2025 imports from Vietnam into the United States carried a reciprocal base tariff of 20 percent — less than half the 46 percent rate initially threatened on "Liberation Day" (April 2025). The basis was a framework deal announced by President Trump on 2 July 2025 and formalised in late October 2025 as a joint US–Vietnam statement (USTR/White House): Vietnam opens its market largely duty-free to US goods, and in return the US rate stays at 20 percent. Goods transshipped through Vietnam — chiefly to circumvent the China tariffs — face a higher rate of 40 percent. Both rates rested on the IEEPA emergency statute and therefore lapsed with the US Supreme Court ruling of 20 February 2026 (Learning Resources, Inc. v. Trump): since 24 February 2026 Vietnam — like most countries — bears the flat Section 122 surcharge of 10 percent, which expires around 24 July 2026. Sectoral Section 232 tariffs (including steel, aluminium, copper, autos) continue to apply on top. Vietnam ranks among the largest Asian suppliers to the US, while the US is in turn Vietnam's most important export market.
