# Trump Tariffs on the EU / Germany

As of July 2026 — Goods exported from the EU — and thus from Germany — to the United States are subject to a negotiated all-in baseline tariff of 15 percent. The basis is the political agreement between European Commission President Ursula von der Leyen and US President Donald Trump of July 2025; implementation was completed when the Council of the EU adopted the two implementing regulations on 25 June 2026 and the deal entered into force on 1 July 2026. This also makes the reduction of the car tariff from 27.5 to 15 percent effective; the increase of EU auto tariffs to 25 percent that President Trump had threatened in May 2026 became moot upon entry into force. The 15 percent acts as a ceiling "in lieu of" competing measures: no Section 122 surcharge is added, and EU goods are also exempt from its planned Section 301 successor (after Section 122 expires around 24 July 2026). Pharmaceuticals and semiconductors are likewise capped at 15 percent by the agreement — in lieu of any Section 232 sectoral tariffs — while EU generics, their ingredients and precursors move to most-favoured-nation treatment (typically 0 percent) from 1 September 2026. Section 232 tariffs on steel, aluminium and copper continue alongside (50 percent each, most recently adjusted by US proclamation of 1 June 2026). Separately, the US Trade Representative (USTR) opened a Section 301 investigation into German pharmaceutical pricing practices on 18 June 2026. The average effective US tariff rate on German imports stood at around 10 to 11 percent in 2025/26, as exemptions and product mix qualify the nominal rate. As an export-heavy economy (vehicles, machinery, pharmaceuticals, chemicals), Germany is particularly affected.
