Access to commercial freight transport is regulated in most jurisdictions, and a transport permit is the official document issued by a competent authority granting a carrier or transport operator the right to move goods under defined conditions. Its scope may be defined by route, vehicle type, cargo class, or geographic zone. In international road freight, permits are commonly issued under bilateral agreements between states; within the EU, the harmonised Community licence enables cross-border operations without individual country permits. Cabotage authorisations – allowing a carrier registered in one EU member state to perform domestic transport temporarily in another – are a separate and more restricted instrument. Abnormal load movements and the carriage of dangerous goods require additional permits, often from multiple authorities.
