Before a transport operator can move goods on public roads or in regulated zones, a transport permit must be in place—an official authorization specifying approved vehicle types, driver qualifications, permissible cargo categories, and any geographic or time-based restrictions. Requirements vary considerably by mode and jurisdiction: EU road haulage is governed by Community licence rules, while operations outside the EU may be subject to bilateral quota agreements limiting the number of permitted runs. Hazardous goods and abnormal-load movements require additional individual permits on top of the general licence. Operating without a valid permit, or exceeding its scope, exposes the carrier to fines, vehicle detention and, in repeat cases, loss of operating authorization.
