That is transit processing: the full administrative and customs management of a shipment moving through one or more transit countries under customs supervision. It covers lodging the transit declaration (in the EU typically under the T1 procedure within NCTS), placing a security at the office of departure, monitoring at intermediate customs offices, and discharging the procedure at the office of destination.
