A transit process is the customs and fiscal procedure that allows goods to move under customs seal through one or more customs territories without import duties becoming payable at each border crossed—charges are suspended until final clearance at the destination. The procedure requires the principal obligor to lodge a security covering all potential duties and taxes at risk. Within the EU and participating third countries, the transit process runs largely through the New Computerised Transit System (NCTS), which replaces paper declarations and enables real-time tracking of consignments. For international road transport, the TIR Convention provides a complementary framework. The transit process refers to the overarching legal regime, while transit processing describes its operational execution.
