Customs authorities, freight forwarders, and importers are the primary actors shaping trade facilitation in practice – a body of measures designed to simplify and accelerate the cross-border movement of goods. The central international instrument is the WTO Trade Facilitation Agreement (TFA), which entered into force in 2017. It legally binds member countries to transparent customs procedures, shorter processing times, digital declaration systems, and mutual recognition of controls. For logistics operators, these commitments translate into reduced dwell times at ports and border crossings and more predictable clearance windows. The TFA should not be confused with free trade agreements: it governs how goods are processed at the border, not what duty rates apply.
