In cross-border road transport, the TIR Carnet comes into play when goods travel in a sealed vehicle or container through multiple countries without undergoing full customs clearance at every border crossing. TIR stands for Transports Internationaux Routiers (International Road Transport). The document serves as a customs guarantee: the national transport association that issues the carnet is liable to the transit countries' customs authorities for any duties and taxes that would fall due if the goods were not properly re-exported. Administered by the UNECE under the TIR Convention, the system is recognised in more than 70 countries across Europe, Asia, and the Middle East. It should not be confused with the ATA Carnet, which covers the temporary admission of goods not intended for consumption – the TIR Carnet is designed specifically for the transit of commercial merchandise to its final destination.
