# TFA Category C

When a developing country joins the WTO Trade Facilitation Agreement (TFA), it does not have to implement every obligation at once – that is precisely the purpose of Category C. TFA Category C designates measures whose implementation a member makes conditional on receiving capacity-building assistance, whether technical or financial, from other WTO members; only after that support is secured does the country commit to a binding timeline. The TFA uses three implementation categories in total: A (immediate application), B (phased with a self-determined deadline), and C (assistance-dependent). Category C is therefore the most flexible tier of the TFA, particularly relevant for obligations covering risk management systems, customs automation, and border coordination. For freight forwarders operating in least-developed countries, Category C provisions signal that full TFA-compliant procedures may still be years away.
