It allocates resources – ship-to-shore cranes, yard tractors, and storage slots – in real time, sequences vessel and train calls, and delivers live throughput and utilization data to terminal management. Without a TOS, modern container ports and intermodal hubs cannot operate at commercial scale. The TOS differs from a Port Community System (PCS): a PCS handles port-wide information exchange among multiple external stakeholders, whereas the TOS governs internal terminal operations.
