Authorised holders—typically terminals, port operators, or licensed warehouse keepers—are responsible for the security and integrity of the goods during this period. The Union Customs Code sets maximum time limits for temporary storage, which vary depending on the mode of transport involved. If no declaration is submitted within the permitted period, customs authorities may seize the goods or initiate ex-officio proceedings. Freight forwarders encounter temporary storage most often when shipping documents are delayed, letters of credit have not yet been released, or the consignee is temporarily unreachable.
