A supplier's declaration allows exporters to prove the preferential origin of their goods without obtaining a government-issued certificate of origin for every shipment. The supplier confirms in writing – either on the commercial invoice or in a separate document – that the goods supplied meet the origin rules of a specific preferential trade agreement. The buyer or exporter presents this declaration to customs to claim tariff concessions or to substantiate the accuracy of their origin statements. In EU external trade it is a cornerstone instrument: authorised exporters may issue it without any value restriction, while non-authorised exporters are limited to shipments below defined thresholds. An incorrect or unsupported declaration can result in additional duty assessments, penalties, and the loss of preferential benefits.
