A sunset review is initiated when anti-dumping or countervailing duties approach the end of their prescribed validity period. The competent authority examines whether the original conditions – proven dumping or material injury to a domestic industry – still exist or would recur if measures were allowed to lapse. If neither is the case, the duties expire automatically; if the threat persists, the measures can be extended for a further term. Sunset reviews are conducted under WTO rules and by bodies such as the European Commission, functioning as the primary safeguard against trade defence measures becoming permanent import barriers. For importers, the outcome of a review can mean a significant and rapid change in the duty burden on affected goods.
