Before a union at the seaports escalates from warning strikes to an open-ended stoppage, it normally holds a strike ballot. Members in the affected bargaining area vote on whether a full strike should be called; many German union statutes require the approval of roughly three quarters of those voting. A second ballot is held later on whether to accept the negotiated settlement and thus end the dispute. For shippers and forwarders the strike ballot is an important early-warning signal: once one is announced, the probability of prolonged terminal outages rises sharply, and contingency planning, alternative ports and buffer times should be finalised at that point at the latest.
