Safe sea transport hinges on two inseparable processes: stowage and lashing. Stowage is the planned positioning of cargo in the hold or on deck, taking into account vessel stability, trim, port-of-discharge accessibility, and cargo compatibility. Lashing is the subsequent securing of that cargo using wire ropes, lashing straps, wedges, or turnbuckles to prevent movement under wave action and manoeuvring. Both processes are governed by the IMO's CSS Code (Code of Safe Practice for Cargo Stowage and Securing) and coordinated with the consignee's requirements and insurers' stipulations. Poor stowage or inadequate lashing can result in cargo damage, general average situations, and liability claims – responsibility rests with the carrier, terminal operator, or shipper depending on the contract.
