Freight forwarders, carriers, and customs authorities all distinguish the shipper from other parties to a shipment. The shipper is the natural or legal person who tenders goods for transport and initiates the movement. Named on the bill of lading, air waybill (AWB), or CMR consignment note as the primary contracting party, the shipper is responsible for accurately declaring the goods description, weight, quantity, and any dangerous goods classification. Goods must be delivered to the carrier on time and in transport-ready condition; the shipper remains liable for losses or delays caused by incorrect or incomplete declarations. The shipper is not necessarily the exporter of record in customs documents – the two roles often coincide but can be held by different legal entities.
