In Passar, the BAZG goods traffic system, a goods declaration goes through selection after it has been activated: the system runs a risk analysis and communicates the result. In simple terms, this is where it is decided whether a consignment is inspected or may proceed without further examination.

Activation makes the recorded goods declaration legally binding (a signal when the goods cross the customs border; for exports usually via the transport declaration / Activ App). Immediately afterwards, selection returns one of three results: "blocked" (inspection/control foreseen), "free with" (released with conditions or a document check) or "free without" (released with no further measure). If "blocked", the goods must be kept available and may only continue once the BAZG releases them.

For forwarders, hauliers and customs agents, selection is the time-critical moment in the assessment process: it drives waiting times, inspection and document presentation. Not to be confused with activation alone (legal effect) or the assessment decision (eVV) that closes the procedure.
