Unlike a standard business permit, a SECO export authorization is a government-issued licence required specifically for exporting controlled goods from Switzerland. The State Secretariat for Economic Affairs (SECO) reviews each application individually, with particularly close scrutiny applied to dual-use items – products that carry both civilian and military potential. Exporters must submit detailed documentation covering the destination country, end-use purpose, and the identity of all parties to the transaction; an end-user certificate is frequently required. Exporting without a valid authorization is a criminal offence under Swiss law. The legal framework is provided by the Goods Control Act (GKG) and its implementing ordinances.
