Swiss exporters and importers wishing to trade controlled goods must obtain SECO approval before the goods cross the border. The authorization is issued by the State Secretariat for Economic Affairs and applies primarily to three categories: dual-use items (products and technologies with both civilian and military applications), war material, and goods subject to economic sanctions. Applications require details on end-use, the consignee, and any intermediaries involved – often accompanied by an end-use certificate. Trading such goods without the required approval is prohibited by law and can result in criminal liability.
