A sanctions regime is the legal and institutional framework through which a government or international organization enforces trade restrictions, financial prohibitions, and conduct requirements against specific countries, entities, or individuals. It typically comprises enabling legislation, administrative guidance, a designated-party list, and an enforcement apparatus of agencies, audits, and penalties. The most operationally significant global examples are the US OFAC regime, the EU sanctions framework, and UN Security Council sanction programmes. For freight forwarders and exporters, extraterritoriality is a critical compliance point: entities subject to a given regime — such as US-incorporated companies — must comply with its rules on transactions anywhere in the world. Because regimes are continuously updated through new designations and delistings, ongoing screening is not optional.
