When a vendor delivers late or customer orders exceed forecast, the buffer prevents a stockout. Sizing the buffer involves a trade-off: too much ties up capital and generates holding costs, too little increases the risk of service failures. Safety stock differs from the reorder point, which triggers replenishment; safety stock is the minimum reserve that should not be consumed under normal operating conditions.
