A replacement declaration of origin is a self-declaration signed by the exporter that acts as a provisional proof of origin when the original certificate or standard origin declaration is not yet available at the time of shipment or customs entry. It is most commonly used in preferential trade, where deadlines are tight and the consignee cannot hold a shipment pending the missing document. The declaration typically covers supplier and goods details, the applicable rule of origin, date of issue, and the exporter's signature. Customs authorities generally accept it only where the exporter can back up the stated information with supporting business records such as invoices, bills of materials, or manufacturing evidence. It bridges the gap until the original document is presented, but does not permanently substitute for it.
