The cargo sits at the terminal, freight charges are settled, customs clearance is through – and then the release message arrives: only at that point may the goods be handed over to the consignee or delivered. It is the formal notification from a carrier, freight forwarder, or terminal operator confirming that all legal and commercial conditions for cargo release have been met. In ocean freight, it typically follows surrender of the original bill of lading to the carrier or the issuance of a telex release; in air cargo, the ground handler issues it upon presentation of the required documentation. If the message is withheld – because freight charges remain unpaid or a customs issue is unresolved – the goods stay blocked at the terminal or warehouse while demurrage and storage charges accumulate. The release message should not be confused with the customs release decision, which is issued solely by the customs authority.
