Release against security is a customs procedure under which goods are released from the custody of an authority or warehouse before all duties and obligations have been definitively settled. The prerequisite is the lodging of an accepted security instrument – typically a bank guarantee, cash deposit, or customs bond – in an amount corresponding to the estimated liability. The procedure applies in cases of deferred clearance, provisional detention, or disputed tariff classification. The security is discharged once full compliance has been demonstrated. Unlike outright customs clearance, the financial risk remains with the debtor until the matter is resolved.
