Regulatory requirements for transport define the legally binding conditions under which goods may be moved on public infrastructure or across borders. Depending on mode and route, they cover vehicle and operator licensing, weight and dimension limits, driving and rest time rules, and low-emission zone restrictions. Dangerous goods add another layer: ADR for road, the IMDG Code for sea, and IATA DGR for air freight. At international borders, customs clearance, import controls, and where applicable quarantine requirements apply on top. Carriers and freight forwarders are responsible for identifying and documenting compliance with the rules of every transit country – non-compliance can result in operating bans, fines, or seizure of cargo. Requirements differ substantially by region, mode, and type of goods.
