The proof of preference allows importers to claim a reduced or zero duty rate at the border under a free trade agreement, provided the goods satisfy the relevant rules of origin. Typical forms include the EUR.1 movement certificate, the invoice declaration, and the statement on origin. Eligible issuers vary by agreement and may be approved exporters, chambers of commerce, or the customs authority of the exporting country. It should not be confused with a non-preferential certificate of origin, which confirms the country of manufacture but does not trigger any tariff concession. If the document is absent or defective at import, standard third-country duties apply in full.
