Preferential-origin verification is the process by which customs authorities confirm whether imported goods genuinely qualify for reduced or zero duty rates under a free trade agreement or preferential tariff scheme. It involves scrutinising origin documents – invoice origin declarations, EUR.1 movement certificates, or Registered Exporter (REX) statements – and checking compliance with the specific rules of origin set out in the applicable agreement. Where documentation is inconclusive or authenticity is in doubt, customs may initiate a formal verification request directed at the exporter or the competent authority in the country of export. A successful verification secures the claimed preferential rate; a failed one results in the full MFN duty becoming payable, sometimes retroactively on previously cleared shipments. For freight forwarders and importers, the outcome directly shapes landed cost calculations and the commercial logic of sourcing decisions.
